Hi Angi,
To be honest, I wouldn't bother giving any of the two if your daughter is just below the "average" weight. Average is a matter of definition really and it largely depends on what weight chart is being used. My daughter has always been growing "in different directions" - she has "skinny/ tall" and "plumpy/ short" phases lol.
You can put her on cow's milk (full cream) when she is one, which is less filling than formula, which is very rich. I would keep offering healthy meals and encourage her to eat by making it family time and sitting at the table together. She will want to copy you sooner or later. There's also no harm at all in letting her try from your plate.
What kind of foods are you offering her? At age one she can definitely have chunky food, there's no need to puree. Maybe check out the baby-led weaning thread on here, you'll find lots of inspirations.
Otherwise I really wouldn't worry too much if she is growing and developing well in general. She'll catch up!
