file My 16 month old hates milk!

My son was the same from about 12 months.
Just give more dairy from other products like youghurt, cheese (blocks, grated, sauce), make biscuits with milk in and look around to see what else has calcium.
If you are super worried about it then add in a calcium suppliment in a chewable tablet or liquid form for her.

My son is still going strong with the lack of milk drinking - really it doesn't matter!

patty, yes, Yaz answered the question.

You can really add anything to it. Steamed broccoli or other veggies, cooked mince, tinned salmon/tuna.

serve with pasta and the white sauce.

Patty, I suppose Gloei meant that you can hide the milk in the sauce. At least that's what I do (not that I need to hide milk for my LG, luckily she likes it). I make mine like this

melt some butter or margarine in a saucepan
pour some flour in and stir vigorously with a whisk until you have a batter like texture
add milk and keep on stirring, bring to boil, keep stirring, sauce should thicken now, keep adding milk until you're happy with the consistency of the sauce
season with salt, pepper, pinch of nutmeg

You can easily turn it into a cheese sauce by adding different types of cheeses (cream cheese, gouda/ cheddar, mozza, parmesan) - really yummy with pasta and any kind of veggies. My daughter loves it.

Pumkin, are you talking about cow's milk? Or formula?
My little one won't drink cow's milk either. I give her soya milk in her porridge or tea and she likes that. If soya's not your thing then there are other dairy substitues, like rice milk, that you could try? (if you can get her to try it, of course)
