Dry scalp

Hi all

Mia has a very dry scalp. She doens't have dandruff, but if I look on her scalp (when I do her hair or play with with her hair), it's very dry and almost looks like what cradle cap looks like with those scabby looking dry bits??? but she's almost 3 and half years, so can't be that.

What can it be and what can I do?

We do use toddler shampoo, so it's not like we use adult shampoo which is too harsh.
